| 中文摘要： | 目的 研究监管周期性对药品互联网零售平台（以下简称“平台”）的影响路径，为监管政策制定和药品互联网零售产业发展提供参考。方法收集平台企业年报，采用机器学习中的文本分析法，建立与监管相关的共现关系模型和共现词网络结构，分析不同监管周期对平台的影响。结果与结论共现关系模型结果显示，监管周期性对平台存在“影响方式“”影响实施者“”业务影响”“管理影响”4条影响平台内部和外部环境的路径。共现词网络结构进一步揭示，在严格监管期内，药品互联网零售平台对监管的回应重心较为单一，且主要在于如何合规和减少不确定性等层面；而在政策鼓励期，平台的回应重心转移至利用政策机会创新药品互联网零售活动，且呈现更多元化的网络结构。建议强化顶层设计，引入“平台自治”机制；实时调整政策，实施动态监管；引导平台主动应对监管，实施转型升级；强化行业联动，推动形成“监管政策-平台升级-行业提升”的良性循环。 |
| 英文摘要： | OBJECTIVE To study the impact path of regulatory periodicity on online drug sales platforms （hereinafter referred to as “platform”） and provide suggestions for policy makers and platform development.METHODS Annual reports of platform enterprises for content analysis from machine learning were collected. The co-occurrence model and the co-occurrence network structure were built and used to analyze the impact of different regulatory periods on platforms. RESULTS &CONCLUSIONS The co-occurrence model shows that there are four types of impact paths that affect internal and external environments of platforms， including “impact mode”， “impact implementers”， “business impact”， and “management impact”. The co-occurrence network structure further reveals that during the strict regulatory period， platforms’ responses to regulations are relatively unitary and concentrate on how to comply and reduce uncertainty. In favorable policy periods， however， platforms shift focus to how to use policy opportunities to innovate online drug sales activities， showing a more diversified network structure. It is suggested that top-level design should be strengthened and a “platform autonomy” mechanism should be introduced； real-time policy adjustment and dynamic supervision mechanisms should be established； platforms should be guided to proactively respond to regulations and implement transformation and upgrading； industry linkage should be strengthened to promote a virtuous cycle of “regulatory policies， platform upgrading， and industry upgrading”. |
